President, The Security Oracle, Inc.

Dear Ms. Kimball,

I was extremely impressed by The Security Oracle (TSO)’s security appliance videos at the 12th Homeland Security Week on October 26th. As the Associate Director of The District of Columbia’s Protective Services Division (PSD) a 600 person security force responsible for law enforcement activities and physical security of over 800 buildings and other Critical Infrastructure and Key Resources (CIKR) located throughout the nation’s capital. I believe TSO’s artificial intelligence coordinator can help prevent mass attack situations such as the one that took place in Las Vegas on October 1st 2017.

As a career Intelligence Officer and Homeland Security-Emergency Management Senior Analyst/Executive, I have many years providing National Incident Management System-Incident Command System (NIMS-ICS) public safety training, disaster preparedness and response planning documentation, full scale DHS HSEEP compliant exercises, and have personally written over 500 comprehensive vulnerability, risk, and security assessments for nearly each of the nation’s critical sectors. I believe TSO’s Remotely Controlled Active Defense and Denial System (RCADS®) is the most intelligent security system available today to ensure the safety of persons, crowds, and infrastructure in a myriad of scenarios.

I feel that RCADS® would be very effective if applied to our southern border, which is plagued with having too much territory to cover with too few resources. TSO’s best practice security appliance can actively defend the properties and the unprotected border with intense non-lethal sound waves and high intensity strobe lights. I believe TSO’s “Robots in the Sky” artificial intelligence solution will become the new model of security to save lives, protect critical infrastructure and force-multiply our border security forces by providing remote monitoring tools and actionable intelligence to thwart nefarious activities along the border.

Since 2016, we have also witnessed a surge in lone wolf attacks and attempts in both Europe and the United States. TSO’s disruptive robotic solution, RCADS® will neutralize the shooter(s) while enabling first responders to act in the shortest time frame and assist potential victims to escape unharmed. Law enforcement organizations throughout the nation will undoubtedly appreciate TSO’s ability to enable Critical Response Command to dynamically reconfigure access control and emergency communications systems to adapt to new security threats in sub-second response time.

Sincerely,

Robert Carter, CMAE
